Because:

A: there are already multiple alternatives if all you want it dependency based init. But the scope of systemd is creeping ever wider.

B: thanks to the scope creep more and more depends on systemd being present (particularly the stuff coming out of Freedesktop). Gnome for instance wants logind to be present to handle "sessions". These days Logind is responsible for handling sleep and hibernate, with formerly independent powerd/powerkit acting as a compatibility shim. Wayland will depend on Logind and Polkit for managing access to tings like keyboard and GPU.
