Hi Bruce - I don't think the certificate is a good place to put this information because it might not remain accurate for the lifetime of the certificate. For example, a CA could start out operating an intermediate internally but later transfer the key material to another organization. It would better for certificate viewers to consult the CCADB. That's not as simple as decoding information in the certificate, but it's necessary to get accurate information.
